Is paragliding in Kyrgyzstan safe?
Low-incident, not zero-risk. The two things that decide it are the pilot's currency and the willingness to cancel — and the honest local factor is that serious-trauma hospitals are in Bishkek, six to seven hours from Karakol.

Tandem flight under a certified pilot with a reserve parachute has a low incident rate. Anyone telling you it is risk-free is selling.
What actually moves the number is not the country, it is two decisions: whether your pilot has been flying regularly this season, and whether the operator will cancel in marginal air rather than launch hopefully with a paid customer standing on the hill. We cancel a lot, and the reason is specific to here: Kyrgyzstan's serious-trauma capability is in Bishkek. From Karakol that is six to seven hours by road. There is no public helicopter ambulance you can count on. That distance is the strongest argument in the country for not launching in doubtful conditions, and it is why we would rather refund you than fly you.
